Abstract

Der Beitrag analysiert die zur Zeit historisch wenig erforschten Fakten, die wahrscheinlich eine grosse Rolle in der Armenfürsorge in den Städten spielten: nämlich die Polizeievidenz der Lohnarbeiter. Auf dem Beispiel Brünns wird gezeigt, wie sich die Stadt im Rahmen der gesetzlichen Möglichkeiten gegen dem Anwachsen von Lohnarbeitern wehrte, die in ihre soziale Kompetenz gehörten, d. h. sie bei dem eventuellen Bedarf sozial versorgen müsste.

Příspěvek se zamýšlí nad zatím málo probádanými historicky doloženými fakty, jež sehrály pravděpodobně významnou roli v péči o chudé ve městech: totiž policejní evidencí pracujících. Na příkladu Brna je ukázáno, jak se město v rámci zákonných možností důsledně bránilo nárůstu námezdně pracujících, kteří patřili do jeho sociální kompetence, tzn. které by bylo nuceno v případě potřeby sociálně zaopatřit.

Abstract (in English)

The paper deals with so far insufficiently researched historically proved facts, that played probably an important part in the care of the poor in the towns: in fact, the police register of the working people. On the example of Brno it is demostrated, how the town protected itself within the bounds of the law against increase in the number of working people, that fell within the social authority of the town, and that, if necessary, would have to be socially supported.
