Abstract

2012-ben a Cseh Köztársaság alkotmánymódosítás alapján áttért a közvetlen államfő-választásra. Ezzel az ország csatlakozott azokhoz a – túlnyomó többséget alkotó – köztársaságokhoz, amelyek az államfőt közvetlenül választják meg, függetlenül attól, hogy kormányzati rendszerük parlamentáris, fél-prezidenciális vagy prezidenciális. A tanulmány áttekinti a választás jelenlegi rendszerét, és összehasonlítja azt más országok elnökválasztásával, illetve a korábbi cseh megoldással. Az írás kitér a közvetlen elnökválasztást elutasító álláspontok értékelésére is, és foglalkozik a jelenlegi elnökválasztást jellemző politikai és alkotmányjogi helyzettel.

Abstract (in Czech)

Text se zabývá ústavní změnou z roku 2012, která zavedla přímou volbu prezidenta. Rozebírá i způsob dřívější nepřímé volby prezidenta Parlamentem. Návaznost na fakultní projekt Vztahy prezidenta a vlády ve státech Visegradu (Katedra ústavního práva a politologie - Svatoň, Koudelka, Kandalec).

Abstract (in English)

In 2012, a constitutional amendment introducing direct presidential elections was adopted. By introducing direct presidential elections, the Czech Republic joined the overwhelming majority of the republics, where presidents are elected directly, regardless of the fact whether these republics are presidential, semi-presidential or parliamentary. The study reviews the current method of election, and compares it to presidential elections in other countries as well as with the elections of former Czechoslovak presidents. The study also analyses opinions rejecting direct presidential elections, and deals with the constitutional and political circumstances of the present presidential elections.
