Abstract

Der Beitrag sucht Wurzel moderner Immigrationspolitik, die in der Hinsicht auf die soziale Konsequenzen eine bedeutende Rolle in allen entwickelten Staaten der Welt spielt. Wann beginnt der Staat die soziale Verantwortung für "eigene" Arme und Bedürftige zu übernehmen, aber verweigert die Hilfe jenen, die nicht seine Bürger sind? Gegen Ende des 18. Jahrhunderts kommt es in der Immigrationspolitik zur Wende. Die bis dahin unterstützte Zuwanderung, besonders wenn es sich um gesuchte Spezialisten handelte oder um Menschen, die geneigt waren, ungastliche Gegenden zu besiedeln, wurde aufgehoben. Der Staat beginnt eine systhematische gesetzliche Regelung der Zuwanderung zu entwickeln. Auf dem Beispiel von fremden prominenten Emmigranten oder Menschen, die berufsbedingt reisen müssen, zeigt die Autorin den Eingriff der staatlichen Strukturen in das alltägliche Leben und die Entstehung von Reisen- und Identifikationsdokumenten.

Příspěvek hledá kořeny moderní imigrační politiky, jež hraje s ohledem na sociální otázku významnou roli ve všech vyspělých státech světa. Kdy vlastně začíná stát přebírat sociální zodpovědnost za "své" chudé a potřebné, avšak odpírá pomoc těm, kteří nejsou jeho občany? Na konci 18. století dochází ke změně imigrační politiky. I doposud podporované přistěhovalectví, zvláště když se jednalo o hledané specialisty nebo prosté lidi, kteří se zavázali osídlit nehostinné končiny, bylo výrazně omezeno. Stát vytváří jednotný zákonný systém imigrační politiky. Na příkladu cizích prominentních emigrantů nebo lidí, jež cestovali za prací, ukazuje autorka prorůstání státních struktur do každodenního života a vznik cestovních a identifikačních dokumentů.

Abstract (in English)

This report follows roots of modern immigration policy, which plays a significant role in all advanced states worldwide, with respect to social issues. Actually, when it starts to take over social responsibility for "its" poor and needy, however, refuses aid to those who are not its nationals? In the late 18th century immigration policy is being changed. Even the so far supported immigration, particularly when specialists in demand or common people who committed themselves to inhabit inhospitable parts were in question, was markedly limited. The state establishes a uniform legal system of immigration policy. Showing examples of foreign eminent emigrants or people who travelled to work the author shows the penetration of state structures into everyday life and the occurrence of travel and identification documents.
