Abstract

Konstytucja RC jest w porównaniu z konstytucją RP starsza, krótsza i niektóre kwestie nie są w niej w ogóle poruszane. Jedną z nich jest kwestia związana z długiem publicznym i jego ograniczaniem. W związku z tym oraz ze względu na zobowiązania wobec Unii Europejskiej została przedstawiona propozycja nowej ustawy, tzw. ustawy konstytucyjnej, która uzupełnia konstytucję RC i wprowadza ciekawe sposoby ograniczenia zadłużenia oraz mechanizmy, które będą inicjować się, w wypadku tego, że zostanie osiągnięta podana w ustawie granica procentowa długu publicznego. Już teraz wiadomo, że projekty ustaw nie zostaną w tym roku uchwalone, ponieważ Izba Poselska została rozwiązana. Celem artykułu jest przedstawienie projektu podanej ustawy konstytucyjnej, wprowadzanych mechanizmów ograniczających wzrost długu publicznego oraz zastanowienie się, czy dana ustawa konstytucyjna ma szansę na to, by ją uchwalono i zrealizowano po wyborach.

Abstract (in English)

Constitution of the Czech Republic is in comparison with the constitution of the Republic of Poland older, shorter and some issues are not discussed it at all. One of them is the issue related to public debt and its reduction. Therefore, and due to the commitments to the European Union was the proposal of the new law, the so-called. constitutional law, which complements the constitution RC and introduces interesting ways to reduce debt and mechanisms that will initiate themselves in the event that reached the limit specified in the Act rate debt. It is already known that the bills will not be enacted this year, as the Board of Deputies was dissolved. The purpose of this article is to present the project given constitutional law, introduced mechanisms for limiting growth of public debt, and consider whether the constitutional law has a chance for it to be adopted and implemented after the elections.
