Analytické studie politického procesu prováděné zejména v zahraničí po dobu několika desetiletí nashromáždily množství konkrétních poznatků o účinnosti a efektivnosti těchto programů a o jejich tzv. implementačním deficitu. Zatím však neexistuje dostatečně propracovaná teoretická syntéza těchto poznatků a metodologické diskuse o provádění analytických studií spíše nabraly na intenzitě. Cílem práce proto zůstává utřídění a doplnění současných teoretických poznatků o implementaci veřejných programů a dále zdůvodnění a aplikace specifické výzkumné strategie implementačního procesu, která vyrůstá z perspektivy provázané institucionální analýzy organizačního prostředí veřejné politiky. Součástí studie jsou proto výsledky výzkumu organizační kultury sociálních dávek v České republice a také závěry analýzy organizačních postojů a názorů pracovníků úřadů implementujících tento systém sociálních dávek.

The submitted paper is an extended and revised edition of the book Implementation: Institutional aspects of analysis (Winkler 2002). It presents a comprehensive theoretical and empirical study that focuses on implementation of public and social politics in the Czech Republic. Since the first edition was published twelve years ago, little has changed about the fact that implementation of political agendas is still a practical as well as an important theoretical research problem. Analytical studies of the political process that have been carried out, especially abroad for several decades, have accumulated a number of specific findings about the effectiveness and efficiency of these agendas and their so-called ‘implementation deficit’. However, a sufficiently sophisticated theoretical synthesis of these findings does not yet exist and methodological discussions on the implementation of analytical studies have become more intensive.
