Abstract

This article examines public procurements in regional bus transportation sector using data from Regional Offices in Czech Republic collected exclusively for this research. The aim of this study is an identification of factors influencing the final price offered by the tender participants. Knowing these factors will help to set properly the tendering conditions, improve functioning of bus operators and thus reduce public subsidies. Furthermore, the second objective of this study is to estimate the technical efficiency rate by using data envelopment analysis (DEA) for individual bus operators and subsequently compare the efficiency measurement with number of bidders. This statistics will enable the contract owners to examine companies which operate at the efficiency frontier and assess the influence of the competition on the final price.
