Abstract

Metodika je zpracována pro potřeby Úřadu pro ochranu hospodářské soutěže, který pomocí ní může účinněji detekovat existenci bid riggingu v nabídkových řízeních v osobní železniční dopravě i obecně ve veřejných soutěžích v jakémkoli jiném odvětví. Metodika obsahuje popis kvalitativních a kvantitativních nástrojů, pomocí kterých lze detekovat přítomnost bid riggingu v těchto řízeních a uvádí, jaké typy dat a informací jsou nutné pro jejich použití.

Abstract (in English)

Methodics is developed for the needs of the Office for the Protection of Competition, through which it can effectively detect the existence of bid rigging in tenders in passenger rail transport (in general in public tenders in any other industry). The methodology includes qualitative and quantitative tools that can be used to detect the presence of bid rigging in these proceedings, stating what types of data and information necessary for their use.
