Abstract

Rozdział przedstawia teoretyczne zagadnienia finansów samorządu publicznego na podstawie doświadczeń w Republice Czeskiej, Polsce i na Słowacji. Elementem wyjściowym jest wprowadzenie decentralizacji administracji publicznej oraz decentralizacji finansów publicznych po 1990 roku. Autor podaje informacje o rozbieżnościach systemów samorządu lokalnego, o wspólnych fundamentach administracji publicznej, o ewolucji centralizmu po 1945 roku, o procesie decentralizacji oraz o wprowadzeniu zasad federalizmu fiskalnego.

Abstract (in English)

Chapter presents the theoretical issues of public self-government finances on the basis of experience in the Czech Republic, Poland and Slovakia. The output element is the introduction of decentralization of public administration and decentralization of public finances after 1990. The author provides information about discrepancies of systems local government, with common foundations of public administration, the evolution of centralism after 1945, about the process of decentralization and the introduction of the principles of fiscal federalism.
