Abstract

Artykuł koncentruje się na przemianach struktur aparatu biurokratycznego z punktu widzenia badań historycznych jako korektywu koncepcji socjologicznych. Zwraca uwagę na nierównomierny rozwój urzędów w ramach aparatu administracyjnego i wynikające z tego różne tempo postępującej biurokratyzacji. Stawia również pytanie, kiedy następuje przemiana urzędników służących monarsze na urzędników biurokratycznych, a zatem od kiedy można uważać poszczególne grupy personelu urzędu za urzędników. Udowadnia, że, ani przemiana struktury wewnętrznej urzędów lub systemu podejmowania decyzji, nie dokonuje we wszystkich urzędach z taką samą szybkością, lecz jej przebieg bywa odmienny. Biurokracja wydaję się być ciągle rozwijającym się tworem a jej status w dużej mierze zależy od istniejącego systemu administracyjnego i warunków społecznych.

Abstract (in Czech)

Článek se zaměřuje na pohled historického bádání na proměny struktur byrokratického aparátu jako korektivu sociologických pojetí. Upozorňuje na nestejnoměrnost vývoje úřadů v rámci správního aparátu a z toho vyplývající jiné tempo postupující byrokratizace. Klade také otázku, kdy dochází k proměně služebníků panovníka na byrokratické úředníky, tedy od kdy se považují jednotlivé části personálu úřadu za úředníky? Dokládá, že ani proměny vnitřní struktury úřadů nebo systému rozhodování nepostupuje u všech úřadů stejně rychle, ale má obvykle jiný průběh. Byrokracie se tedy jeví jako kontinuálně se vyvíjející se organizmus, jehož okamžitý stav je závislý na existujícím správním systému a společenských podmínkách.

Abstract (in English)

The article focuses on the view of the historical research on the transformation of the structure of the bureaucratic apparatus as a corrective of a sociological concept. It alerts to the unevenness development of the offices within the administrative apparatus and the resulting different tempo of the progressive bureaucratization. The article also asks question about when the change from monarch ministers to bureaucratic officials happens, therefore since when the individual parts of the office staff consider themselves as officials? It demonstrates, that neither changes in the internal structure of the offices or the decision-making system are not proceeding at all offices in the same time, usually the process is different from office to office. The bureaucracy seems like continuously developing organism, which immediate condition is dependent on the existing administrative system and the social conditions.
