In this paper, we propose a set of design principles to create, develop and manage digital services. In order to derive the principles, we investigate and review the IT architectures in Smart and Digital City, and revisit the existing Digital City projects in Barcelona. This paper further develops the concept of digital service design, which can be used to integrate different service views and strategic aspects in Digital Cities.
