Abstract

Parlamentní volby z března 2016 představují ve slovenské politice svým způsobem politické zemětřesení. Nejedná se jen o samotný fakt vysoké voličské volatility. Ta je ostatně průvodním jevem stranické politiky ve většině zemí střední a východní Evropy, Slovensko nevyjímaje. Březnové volby se ale projevily dramatickými změnami také na úrovni zastoupení politických stran v parlamentu a následně na inovativním složení vzniklé vlády. Tím se rovněž nanovo definovala dynamika vztahů mezi vládou a parlamentní opozicí. V této publikaci jsme se pokusili načrtnout hlavní parametry onoho politického zemětřesení. Kniha je rozdělena do tří pomyslných částí: V první z nich (kapitoly jedna až tři) popisujeme volební vstupy: složení kandidátních listin relevantních politických stran, proměny veřejného mínění a podpory voličů a kampaň jednotlivých kandidujících subjektů. Druhá část (kapitoly čtyři až šest) analyzují volební výsledky. Analyzujeme zde strukturu teritoriální voličské podpory stran, trendy volební účasti a výsledky přednostního hlasování. Třetí část je tvořena pouze jednou (sedmou) kapitolou. V ní přibližujeme proces vzniku nové vládní koalice a zasazujeme jej do širšího srovnávacího rámce příležitostí, hrozeb a dilemat vyplývajících z účasti na vládní moci.

Abstract (in English)

The parliamentary elections of March 2016 represent a political earthquake in Slovak politics. It is not just the very fact of high electoral volatility. This is, in fact, an accompanying phenomenon of party politics in most of the countries of Central and Eastern Europe, including Slovakia. However, the March elections were also reflected in dramatic changes at the level of representation of political parties in parliament and consequently in the innovative composition of the government that emerged. This also redefined the dynamics of relations between the government and the parliamentary opposition. In this publication, we tried to outline the main parameters of that political earthquake. The book is divided into three parts: In the first one (chapters one to three), we describe the electoral inputs: the composition of the candidate lists of relevant political parties, the changes of public opinion and voters' support, and the campaign of the parties. The second part (chapters four to six) analyzes the election results. We analyze here the structure of territorial electoral support of the parties, the trends of the electoral participation and the results of the preferential voting. The third part consists of only one (seventh) chapter. In it, we are approaching the process of the emergence of a new governmental coalition and we place it in a broader framework of opportunities, threats and dilemmas arising from participation in governmental power.
