Abstract

Článek se zabývá hodnocením pokroku zemí V4 vzhledem v naplňování cílů Strategie Evropa 2020. Cílem tohoto článku je vytvořit kompozitní index Strategie Evropa 2020 na základě vybraných prioritních oblasti stanovených Evropskou komisí (zaměstnanost, investice do výzkumu a vývoje, klimatická změna a energie, vzdělání). Index byl vytvořen ve 3 variantách: X1, index vypočítaný na základě hodnot evropského minima ukazatele za sledované období a stanoveného evropského cíle; X2, index vypočítaný na základě hodnot národního minima ukazatele za sledované období a stanoveného národního cíle; X3, index vypočítaný na základě hodnot národního minima ukazatele za sledované období a stanoveného evropského cíle. Dosažené výsledky byly navzájem porovnány, zachycen byl jejich vývoj od roku 2010 do 2015. V dosahování evropských cílů (X1) měly v roce 2015 nejlepší postavení Maďarsko a Česká republika, národních cílů (X2) nejrychleji dosáhla Česká republika.

Abstract (in English)

The article deals with the assessment of progress made by the V4 countries in fulfilment the objectives of the Europe 2020 Strategy. The aim of this article is to create a composite index of the Europe 2020 Strategy based on selected priority areas set by the European Commission (employment, R&D, climate change and energy, education). The index was created in 3 variants: X1, an index calculated on the basis of the european minimum for the reference period and the european target set; X2, an index computed on the basis of the national minimum values of the indicator for the reference period and the national target set; X3, index computed on the basis of the national minimum values of the indicator for the reference period and the european target set. The achieved results were compared to each other, it was recorded their development from 2010 to 2015. In 2015, Hungary and the Czech Republic were best placed to achieve the European objectives (X1). National targets (X2) were the fastest in the Czech Republic.
