Abstract

V tomto příspěvku prezentujeme historii konceptu governance v evropském i mimoevropském kontextu, přičemž klademe zvláštní důraz na perspektivy, které představují nejčastější způsoby, jak bývá tento koncept definován a zkoumán různými autory v politických vědách a ve veřejné politice. Znalost těchto perspektiv umožňuje porozumět a prozkoumat způsoby a okolnosti související s koordinací veřejných a sociálních politik zaměřených na řešení současných společenských problémů a nových sociálních rizik. Představujeme šest odlišných, v odborné literatuře nejčastěji využívaných perspektiv, které zdůrazňují (1) klesající roli vlády, (2) způsob, jakým jsou veřejné a soukromé korporace řízeny a kontrolovány, (3) zavádění nového veřejného managementu, (4) existenci zemí vyznačujicích se více či méně demokratickou vládou, (5) větší zapojení společenských aktérů do řešení sociálních problémů a (6) rostoucí úlohu meziorganizačních a samoorganizujících se sítí aktérů ovlivňujících tvorbu a/nebo realizaci veřejných a sociálních politik. Závěrem shrnujeme klíčová zjištění a stručně navrhujeme konkrétní analytické kroky, které lze použít k operacionalizaci konceptu governance, abychom lépe porozuměli procesům souvisejících s tímto fenoménem, které lze zkoumat ve veřejné politice jako vědecké disciplíně i společenské praxi.

Abstract (in English)

In this paper we introduce the history of the concept of governance in the European and non-European context, putting special emphasis on perspectives that present the most common ways of its defining and investigating by different authors in the political sciences and public policy from the past to the present. Knowledge of these perspectives allows to understand and explore the modes and circumstances related to the coordination of public and social policies focused on solution of contemporary societal problems and new social risks. In particular, we present six different but mostly used perspectives that accentuate (1) the decreasing role of the government, (2) the way in which large corporations are managed and controlled, (3) the introduction of new public management, (4) the existence of countries characterized by more or less democratic government, (5) the greater involvement of social actors in addressing societal problems, and (6) the growing role of inter-organizational and self-organizing networks of actors influencing the policy-makingand / or policy implementation of public and social policies. In conclusion, we summarize key findings and briefly propose concrete analytical steps that can be used to operationalizethe concept of governance in order to best understand the processes of this phenomena that can be explored in public policy as a scientific discipline and societal practice.
