Abstract
Progress in sanctioning practice is accompanied by active internal debate on identity, interest, and most importantly trajectory. While internal frictions in this debate are subject to some scrutiny, the external communication of sanctions has been left largely unaddressed. The conducted hermeneutic-qualitative frame analysis presented by this text tests whether framing in external communication of EU sanctions a) displays a level of vertical consistency similar to that of a unitary actor (namely the USA); b) chronologically precedes, reflects, or disregards individual or long-term developments in EU sanctioning practice; and c) is sensitive to frames introduced by other sanctioning actors (namely the USA). The text also serves to map the structure of external communication actors in referencing overlooked actors who have elicited a reaction within the target.
