Abstract

Functioning of subsidised passenger railway transport is undergoing changes not only in the Czech Republic but all over the European Union. Some routes have been tendered or are awarded directly to the private transport operator. According to the Fourth railway package, public tenders will be obligatory with some exceptions from 2023 and all routes (also with some exception) have to be tendered until 2033. The experience has shown that the call for tenders brings lots of problems in the Czech Republic. Most of the competitive tenders have ended up unsuccessfully in the Czech Republic. The paper aims to analyse the competitive tendering process in the Czech Republic with its shortcomings and problems. Methodologically, the paper is based on the empirical data from the competitive tendering procedures in the Czech Republic. In addition, region representatives, which are responsible for regional railway public services obligation, have been interviewed. The main results are that competitive tendering failed due to lack of time during the procurement process, short-term of offered contracts and exaggerated requirements of the regions.

Abstract (in Czech)

Fungování dotované osobní železniční dopravy prochází změnami v celé Evropské unii. Některé linky jsou soutěženy, jiné jsou zadány přímo soukromému dopravci. Podle čtvrtého železničního balíčku budou muset být, až na určité výjimky, všechny linky od roku 2023 soutěženy. Do roku 2033 by tak měly být vysoutěženy všechny linky. Zkušenosti ukazují, že nabídková řízení přináší řadu problémů. Většina nabídkových řízení v České republice skončila neúspěšně. Článek má za cíl analyzovat proces výběru dopravce. Metodologicky je založena na datech z proběhlých nabídkových řízení. Kromě toho byly uskutečněny expertní rozhovory se zástupci objednatelů. Výsledky ukazují, že nabídková řízení končí neúspěšně z důvodu nedostatečného času pro přípravu nabídek a následně pro samotnou přípravu na provoz, dále také z důvodu příliš krátkých smluv a nepřiměřených požadavků ze strany objednatelů.
