Abstract
The Czech Republic is under pressure to implement EU-wide energy poverty strategy with no previous existing policies in the field. As such, a void is created which needs to be filled with definition of the issue in the first place. In such situations, policy makers turn to the bureaucracy of ministries, where specialist civil servants gather data, prepare background reports and formulate basic policy propositions. For these reasons, the paper investigated how Czech bureaucrats frame the issue of energy poverty. The research was conducted through semi-structured interviews. Based on preliminary results, narratives revealed have been presented and discussed at the conference.
