Anotace
The current labour market exhibits remarkable growth of employment and wages and a decrease of unemployment in the Czech Republic to a level that has not been seen for a decade. Despite this, there are still groups of people who have been unemployed for a long time or who have already accumulated several substantial unemployment spells. Inclusion of at least a part of this heterogeneous group to the employment pool could increase labour utilisation in the conditions of an ageing society and help to meet EU employment targets. This chapter addresses the question: ‘How successful has the Czech public employment service been in including the long-term unemployed into the labour market in times after the crisis (2014–2016)?’ The examination of the heterogeneity of the effects of ALMP measures among the different groups of unemployed and the link between targeting and net effects of ALMP measures represent the original contribution to this study. Our findings indicate that, despite rather modest numbers of participants in ALMP measures, the disadvantaged unemployed (those with low education, of older age and worsened health status) are underrepresented in the ALMP measures. At the same time, the analysis of net effects of the ALMP measures shows a very good outcomes, especially in the medium-term horizon and in the case of long-term unemployed. The findings are consistent with the other studies on ALMP carried out in CEE countries.
