Abstract

Cílem diskusního příspěvku je představit fenomén autonomního automobilu jako etický problém, který není omezen pouze na řešení dilematu výhybky, ale který se dotýká také otázky svobody pohybu jedince. Provoz autonomních automobilů a dalších autonomních dopravních prostředků představuje budoucnost automobilového průmyslu a tím i osobní mobility. Autonomní vozidla poskytují řadu benefitů jak pro jednotlivé cestující, tak především pro celkovou efektivitu, bezpečnost a funkčnost dopravní infrastruktury atd. Aby se mohl potenciál autonomních vozidel plně rozvinout, bude zapotřebí přebudovat stávající dopravní infrastrukturu a její organizaci. Nejslabším článkem nového dopravního systému se stane člověk – řidič. Diskuse mezi osobami angažovanými v automobilovém průmyslu, dopravními odborníky a dalšími naznačuje, že jedním z možných východisek může být i úplný zákaz provozu člověkem řízených vozidel. Diskusní příspěvek prozkoumá tuto alternativu s ohledem na důsledky pro osobní svobodu jedince, konkrétně na naplnění svobody pohybu. Vzhledem k charakteru a možnostem nové technologie vzniká prostor a také požadavek na to, aby třetí strana zaváděla pasivní i aktivní opatření, jejichž důsledkem může být omezení svobody pohybu jednotlivce: Autonomní automobil se stane autonomním především vůči svému uživateli, nikoli ale nutně vůči intervenci vnější autority. Autonomní automobil se tak stane prostředkem generování nového etického i politického problému.

Abstract (in English)

The aim of the discussion paper is to present the phenomenon of an autonomous car as an ethical problem, which is not limited to solving the trolley problem“, but which also touches on the issue of freedom of movement of the individual. The operation of autonomous cars and other autonomous means of transport represents the future of the automotive industry and thus of personal mobility. Autonomous vehicles provide a number of benefits both for individual passengers and, above all, for the overall efficiency, safety and functionality of the transport infrastructure, etc. In order for the potential of autonomous vehicles to be fully developed, it will be necessary to rebuild the existing transport infrastructure and its organization. The weakest link in the new transport system will be the human driver. The discussion between those involved in the automotive industry, transport experts and others suggests that one of the possible starting points may be a total ban on the operation of man-made vehicles. The discussion paper will examine this alternative with regard to the consequences for the personal freedom of the individual, specifically to the fulfillment of freedom of movement. Due to the nature and possibilities of the new technology, there is space and also a requirement for a third party to introduce passive and active measures, which may result in a restriction of individual freedom of movement. An autonomous car will thus become a means of generating a new ethical and political problem.
