Abstract

Nákupem služeb cloud computingu lze dosáhnout výrazného snížení provozních nákladů orgánů veřejné správy na informační technologie. Aby mohly orgány veřejné správy využívat služeb cloud computingu, je nezbytné nejprve stanovit jasné bezpečnostní požadavky pro různé druhy a modely cloud computingu v souladu s paralelně vznikajícími evropskými schématy pro certifikaci služeb cloud computingu. Tento příspěvek analyzuje novou českou regulaci cloud computingu, argumentuje splnění definice vnitrostátního systému certifikace kybernetické bezpečnosti dle čl. 2 odst. 10 Aktu o kybernetické bezpečnosti, vysvětluje její zařazení v širším evropském legislativní rámci, hodnotí její přínosy a upozorňuje na její nedostatky.

Abstract (in English)

By purchasing cloud computing services, a significant reduction in the operating costs of public administration bodies for information technology can be achieved. It is necessary to set clear security requirements for the different types and models of cloud computing used by public authorities in line with the emerging European certification schemes for cloud computing services. This paper analyzes the new Czech regulation of cloud computing, argues that the definition of the national cyber security certification system of the Cyber Security Act according to Article 2 (10) is met, explains its inclusion in the wider European legislative framework, evaluates its benefits and draws attention to its shortcomings.
