Abstract

Seit der Wiedervereinigung Deutschlands im Jahr 1990 und den fundamentalen Veränderungen der internationalen Sicherheitslage wird eine wichtige Fachdebatte über die neue Rolle des Landes in der heutigen Weltordnung geführt. Die Fachliteratur bietet mehrere Ansätze, die diese Rolle konzeptualisieren; für die am besten theoretisch erarbeiteten Konzepte werden das Zivilmachtkonzept, das Konzept des Handelsstaates und das der Mittelmacht gehalten. Dieser Text zielt darauf ab zu beurteilen, welchem Konzept sich die Außen- und Sicherheitspolitik des vereinten Deutschlands in dem Zeitraum von 1990 bis 2013 am meisten annähert, diese Politik zu verstehen und die Erkenntnisse dieses Wissens in einer verständlichen Form der Fachöff entlichkeit zu vermitteln.

Od znovusjednocení Německa v roce 1990 a zásadních změn mezinárodní bezpečnostní situace vedou výzkumníci důležitou debatu o nové roli země v dnešním světě. Odborná literatura nabízí vícero přístupů, které umožňují tuto roli konceptualizovat: z teoretického hlediska se za nejvíce propracované přístupy považují koncept civilní mocnosti, koncept obchodního státu a koncept mocnosti středního řádu. K cílům této publikace patří předně posoudit, k jakému z těchto konceptů se německá zahraniční a bezpečnostní politika v letech 1990 až 2013 nejvíce přikláněla, porozumět této politice a srozumitelnou formou zprostředkovat získané poznatky široké veřejnosti.

Abstract (in English)

Since the German unification in 1990 and essential changes in the international security environment, researchers have been engaged in an important debate about the new role of Germany in the current world. Academic literature offers many theoretical approaches that enable to conceptualize this new role of Germany: from the theoretical perspective, the concept of civilian power, the concept of trading state and the concept of middle power are considered to be the most elaborated. In the first place, this publication aims to evaluate the German foreign and security policy between 1990 and 2013 in light of these theoretical approaches, to better understand this policy and transmit the findings in an understandable way to the broad public.
