Abstract

Analýza ústavních limitů regulace řízení a kontroly veřejných finan-cí ve vztahu k územní samosprávě je zpracována v rámci projektu „Po-sílení řízení a kontroly veřejných financí“ z Programu Řádná správa Fondů EHP a Norska 2014-2021, Programové oblasti 16 - Řádná sprá-va věcí veřejných, Odpovědné instituce, jehož příjemcem a řešitelem je Ministerstvo financí. Jejím cílem je definovat obsah ústavního práva na samosprávu, jeho limity a v tomto kontextu zodpovědět otázku, zda lze zákonem regulovat řízení a kontrolu veřejných financí u územních sa-mosprávných celků.

Abstract (in English)

The analysis of the constitutional limits of the regulation of the management and control of public finances in relation to local self-government is processed within the project "Strengthening the management and control of public finances" from the Program Proper Administration of EEA and Norway Funds 2014-2021, Program Area 16 - Proper Administration in public affairs, Responsible institution, whose recipient and solution provider is the Ministry of Finance. Its goal is to define the content of the constitutional right to self-government, its limits and, in this context, to answer the question of whether the management and control of public finances in territorial self-governing units can be regulated by law.
