Abstract
The main focus of this paper is to analyse if the existing Brazilian integration policies could be implemented in the EU context, especially after a migration crisis and the consequent activation of temporary protection and prima facie mechanisms, leading to a large flux of refugees being received in a country’s territory. Through an interdisciplinary comparative approach, this paper intends to build a valuable and applicable parallel between one of the central policies developed by one country in the global south and Latin America, in the Inter-American regional system of refugee protection, and the key issues and questions raised by the Temporary Protection Directive (TPD) activation by countries in the global north, in the EU regional system of refugee protection, within the migration governance framework. This paper outlines an unprecedented and necessary strategy for addressing this subject to fill the existing literature gap in the field, both in terms of topic and methodology. Finally, it concludes that to ensure a favourable environment for refugee protection, it is necessary for a multisectoral response focusing on reception and shelter, material assistance and the longest part of this process, integration. For this purpose, it is essential that the local policies are organized to provide information on rights and available services, identify vulnerabilities and refer to relevant services, monitor and reinforce reception and integration conditions while ensuring basic needs are met to welcome this group of people with more dignity and humanity, taking them as active parts of the migration governance construction and epistemological process.
