Abstract

Zkušenosti s vedením seznamů UNESCO i národních seznamů nemateriálního kulturního dědictví i lepší porozumění Úmluvě nás vedou k přehodnocení definice NKD podle metodického pokynu MK ČR (a návazně na to krajských metodik). Úmluva nestanovuje výčet oblastí NKD jako uzavřený, naopak umožňuje, aby jej státy upravily podle svých vlastních potřeb. Na základě toho MK ČR zúžilo oblast NKD pro potřeby vedení Seznamu na projevy tradiční a lidové kultury a později ji specifikovalo ještě úžeji vynětím spojky a jako projevy tradiční lidové kultury. Praxe však ukazuje, že NKD naší země se skládá z řady prvků, jež nelze definovat jako lidové, nicméně společenství nositelů je předávají z generace na generaci, silně se s nimi identifikují a tyto prvky plní v jejich životě důležité kulturní i sociální funkce. Příspěvek se zamýšlí, zda je definice NKD podle metodického pokynu stále relevantní, nakolik se aktuální pojetí NKD rozchází s interpretací státní správy a samosprávy v ČR.

Abstract (in English)

Our experience with the maintenance of UNESCO and national lists of intangible cultural heritage (ICH) and a better understanding of the Convention lead us to reconsider the definition of NKD according to the methodological instruction of the Ministry of Culture of the Czech Republic (and consequently the regional methodologies). The Convention does not provide for a closed list of ICH areas, on the contrary, it allows states to adjust it according to their own needs. On this basis, the Ministry of Culture of the Czech Republic narrowed down the area of ICH for the purposes of maintaining the List to manifestations of traditional and folk culture and later specified it even more narrowly by excluding the conjunction a as manifestations of traditional folk culture. However, practice shows that the ICH of our country consists of a number of elements that cannot be defined as folk, but which are nevertheless passed on from generation to generation by communities of bearers, who strongly identify with them and these elements fulfil important cultural and social functions in their lives. The paper considers whether the definition of the NKD according to the methodological guideline is still relevant and to what extent the current concept of the ICH differs from the interpretation of the state and local government in the Czech Republic.
