Abstract

Cílem této analytické studie je primárně zhodnocení vývoje širšího strategického bezpečnostního prostředí České republiky a jeho vývoje v roce 2022. Tato studie je zpracovávána každoročně a do jisté míry tak umožnuje i sledování a identifikaci dlouhodobých vývojových trendů. Ambicí Centra bezpečnostních a vojenskostrategických studií Univerzity obrany (CBVSS) je poskytnout touto formou alternativní pohled a přispět k diskuzi o důsledcích bezpečnostního vývoje pro formulování a realizaci obranné politiky České republiky. Studie vychází primárně z materiálů zpracovaných CBVSS, předkládá výsledky komparativní analýzy dostupných otevřených zdrojů a obsahuje hodnocení zvolených státních i nadnárodních aktérů. Pro potřeby této studie byla jako v minulosti použita sektorová analýza vycházející z přístupů kodaňské školy. Popsán je zde politický, societální, environmentální, vojenský a ekonomický sektor. Mimo toto tradiční vymezení je však do této analýzy zařazen i technologický sektor, neboť vzhledem k zaměření CBVSS vhodně doplňuje základní sektory a v předchozích letech byl zpracováván v rámci samostatné publikace. Text analyzuje období roku 2022, snaží se zachytit v jednotlivých sektorech hlavní události a trendy s dopady na bezpečnostní prostředí a identifikovat z nich implikace pro obrannou politiku a ozbrojené síly. Verifikace výstupů byla standardně provedena v rámci expertních jednání za účasti příslušníků MO ČR, AČR i představitelů bezpečnostní odborné komunity. Zpracované sektory a jejich závěry analyzují tak jako v minulých letech primárně situaci za uplynulý rok (2022) a nezahrnují změny, ke kterým došlo v následujícím období. To se týká především klíčové události, tj. ruské invaze na Ukrajinu a následujícího konfliktu vysoké intenzity, který zásadním způsobem ovlivnil všechny zde zkoumané a popsané sektory.

Abstract (in English)

This analytical study aims to assess the development of the broader strategic security environment of the Czech Republic and its evolution in 2022. This study is conducted annually and, to some extent, enables the tracking and identifying long-term developmental trends. The ambition of the Center for Security and Military Strategic Studies of the University of Defense (CBVSS) is to provide an alternative perspective in this manner and contribute to the discussion on the consequences of security development for the formulation and implementation of the defense policy of the Czech Republic. The study is primarily based on materials processed by CBVSS, presents the results of a comparative analysis of available open sources, and includes an evaluation of selected state and supranational actors. For this study, sectoral analysis based on the approaches of the Copenhagen School, as in the past, has been used. It describes the political, societal, environmental, military, and economic sectors. In addition to this traditional delineation, the technological sector has also been included in this analysis because, given the focus of CBVSS, it complements the essential sectors appropriately and has been processed in previous years as part of a separate publication. The text analyzes 2022, attempting to capture the main events and trends impacting the security environment in individual sectors and identify their implications for defense policy and armed forces. The outputs have been standardly verified through expert discussions involving representatives of the Ministry of Defense of the Czech Republic, the Armed Forces of the Czech Republic, and members of the security expert community. The processed sectors and their conclusions primarily analyze the situation for the past year (2022) and do not encompass changes that occurred in the subsequent period. This especially concerns the critical event, namely the Russian invasion of Ukraine and the ensuing high-intensity conflict, significantly influencing all the examined and described sectors here.
