The Russia-Ukraine War, which had humanitarian, political, social and economic impacts, affected European Union (EU)-Russia relations in multiple dimensions, rebuilt the perception of security in Europe, and evolved into a position that can be described as an opportunity for the EU to legitimize its global actor status. As the EU imposed comprehensive sanctions packages against Russia, the economic and energy dependency that forms the basis of mutual relations was negatively affected. The suspension of trade with Russia among the EU countries and the application of Ukraine, which is within the scope of the European Neighborhood Policy, to the Union and its consideration in the enlargement policy have brought about different concerns and attitudes among the EU Member States. The issue of revising the EU's European Neighborhood Policy (ENP) has come to the agenda. In this context, the aim of this study is to discuss the international implications of the ongoing Russian-Ukrainian war, to evaluate the EU's global actor status in the context of the ENP, and to examine Ukraine's possible EU membership. The multidimensional analysis of the war in question is important for the prevention of the humanitarian crisis. In this framework, this study, which aims to contribute to the literature, uses descriptive research method.
