Abstract
Autor se na základě stručné historické analýzy a rozboru současného vztahu byrokracie a volného trhu snaží zpochybnit přijímanou distinkci mezi volným trhem a byrokracií. Dokazuje, že byrokratické struktury mají trvalou tendenci expandovat mimo tzv. vytyčený prostor a zmocňují se dalších a dalších sfér života. To je podle autora nesmírně nebezpečné a je nutné na tuto kvantitativní i kvalitativní proměnu byrokratických organizací reagovat.
Abstract (in English)
Every political system must include some patterned means whereby wishes or statements of public policy are transformed into action affecting those within the system over whom political power is exercised. In erlier, less complex system, could be carried on more or less effectively by the feudal leaders. Yet the beginning of free market and bureaucracy are linked together and cannot be divided as in today's theories. Bureaucracy had - and also has - tendencies to grow and expand towords new spheres of our life. According to author this is the main problem we should deal with.
