The following study "Problem of increasing efficiency of state bureaucratic organisations tries to analyse inefficiency and closely related human resources management of (in) state bureaucratic organizations. First at all we refuse the so-called "political solutions" due to the fact that they are archaic. We set instrumental goals of the study as follows - to verify the posibility to measure efficiency within a certain kind of bureaucratic organizations and on the base of this measure (connected with means of motivation) to raise the efficiency.
