Článek hledá cesty ke konceptualizaci prvních pokusů o demokratizaci ve střední Evropě a jejich neúspěchu mezi válkami a po druhé světové válce. Důraz je kladen na postupnou demokratizaci v raném stádiu, tedy v době existence Habsburské monarchie. Modifikací konceptu kritických fází Steina Rokkana bylo dospěno k definování kritických bodů středoevropského vývoje (1848/1867, 1918, 1945-1948, 1989).

The article tries to find ways to conceptualization of first democratization attempts in Central Europe and of democratization's failure between the Wars and after WW2. The emphasis is put on step-by-step democratization in early stage; it means during the existence of the Habsburg Monarchy. Definition of critical events of Central European development (1848/1867, 1918, 1945-1948, 1989) is provided with modifikation of Stein Rokkan's concept of critical junctires.
