Abstract
Although the health sector reform is one of the most relevant issues in the Czech Republic at present, the further development of health policy is not obvious. Because of many interest groups involved in this part of public sector, it is difficult to reach the consensus on the basic values, principles and goals of the reform policy. The aim of the paper is to analyze the process of health care reform in the Czech Republic, respectively the process of the health policy creation from the perspective of the health insurance funds. The paper uses the different theoretical concepts of public policy, public choice and healthcare economics. First part of the paper is focused on the position of health insurance funds in the Czech healthcare system. The legal framework analysis is done in this part and the main problems of the healthcare financing in the Czech Republic are recognized. The second part describes health insurance funds as one of the most important interest group in this field. It reveals their motives, the inner arrangement of this pressure group, and their economic interests and forms of involvement in the reform process of the health sector. This part also examines if the existing reform strategies are beneficial for the health insurance funds. The causes of the main problems of health insurance funds in the Czech Republic are identified in the last part and different scenarios of the future development are discussed
