Abstract

Jedním z hlavních cílů současné reformy územní veřejné správy bylo přiblížení výkonu veřejné správy směrem k občanům. Příspěvek se snaží hledat možné odpovědi na otázku, zda výše uvedený cíl nemohl být dosažen efektivněji – například i upřednostněním e-governmentu namísto vytváření nových správních center. První část příspěvku srovnává stav v implementaci e-governmentu mezi Českou republikou a ostatními členskými státy EU. Druhá část se pokouší analyzovat důvody, proč je tato implementace v rámci České republiky ve srovnání s většinou ostatních členských zemí EU pomalejší.

Abstract (in English)

One of the main objectives of the current territorial public administration reform in the Czech Republic was approach of exercise of the public administration to the citizens. The paper deals with the issue whether the above-mentioned objective could not have been implemented more effectively - for example using e-government methods than creating new administrative centres. The first part of paper compares the state of e-governments’ implementation in the Czech Republic and in the other member states of the European Union. The second one attempts to analyse the possible reasons, why the implementation in the Czech Republic is slower in comparison with the majority of the other members of the EU.
