The paper determines crucial conditions for the proper function of pro-market oriented health care system. The method is based on the literature review and paper analyzes if these conditions are reflected in the health reform proposal of the Czech Republic. The analysis is done based on data gathered from three draft laws included reasons given by the authors of reform. Defined conditions were evaluated based on evidence of possible solutions; direct mentions or evidence that authors of reform laws consider given threat. The result shows that only two of six conditions were fulfilled.

V první části článku jsou vymezeny klíčové podmínky pro správné fungování řízené konkurence ve zdravotnictví. K vymezení podmínek je především využito rešerše literatury. V druhé části článku je na příkladu aktuálního českého reformního návrhu (rok 2008) testováno, zda jsou tyto vymezené podmínky splněny. Výsledky ukazují, že pouze dvě ze šesti podmínek jsou bezezbytku splněny a existuje tak riziko, že zavedení principu řízené konkurence (podle stávajícího návrhu) by nemělo takové výsledky jaké by byly očekávány.
