After the dissolution of Yugoslavia and the outbreak of the civil wars, EU Member States and other European countries closed their borders to the citizens of the newly emerged republics. Eighteen years after the breakup of Yugoslavia and eight years after the last Balkans armed conflict, peoples living in what is today known as the Western Balkans are unable to travel to the EU Member States without being in a possession of Schengen visa. This article deals with the frigid visa rules, the reasons for their existence and the implications for the Western Balkan countries. It furthermore explains the legal, political and administrative aspects of the visa policy as well as the requirements that have to be met in order for the visas to be abolished.
