Abstract

Regulace nájemného má v České republice dlouhou tradici (téměř 90 let). Velký význam měla také v době ekonomické transformace. V průběhu minulých let se však stala jedním z nejrigidnějších nástrojů bytové politiky. Až v roce 2006 vstoupil v platnost zákon, který by měl vést k deregulaci nájemného, a tedy k dalšímu uvolnění trhu s byty. Dva roky po začátku procesu deregulace se tak nabízí otázka: jaký bude dopad deregulace nájemného na jednotlivé domácnosti, nepřekročí jejich výdaje na bydlení hranici únosnosti? Cílem příspěvku je zhodnotit dosavadní zkušenost s probíhající deregulací nájemného. Pomocí dat z šetření EU-SILC odpovíme v příspěvku na otázku, jaký je sociální status domácností využívajících regulované nájemné a zda jsou mezi domácnostmi patrné regionální rozdíly v nákladech na bydlení.

Abstract (in English)

Rent control has a long tradition in the Czech Republic (more than ninety years). Rent control used to be well founded during the transformation period. It was just the year 2006 when a special act on rent control liberalization came into existence. Now; two years after launching the deregulation process, it is natural to ask what effects bring rent deregulation to a particular household. Can households afford increased rent prices? The aim of the paper is to evaluate the process of rent control liberalization in the Czech Republic. Based on EU-SILC micro data for the Czech Republic we will formulate what the social status of household living in rent controlled housing is, what are the regional differences in cost of living.
