Abstract
In the first part of the presentation is briefly described development of the social services from 1990. Above all is discussed the transformation process in this field of Czech welfare state that was open in 1998. The Standards of Quality have been setting as one important pillar of new social services policy. An important feature of the social services quality is the capacity to support individual services users in achieving goals that they want to attain with the help of social services in order to solve their own socially disadvantaged situation. Therefore, the standards stress the orientation towards the personal goals of services users, which allows that abstract ideas such as dignity, full life, etc. can become quite specific, as well as the active participation of service user on decision making and providing the services to them. The quality standards described what a quality service should look like. They are a set of measurable and verifiable criteria, they purpose is to allow in a demonstrable way to asses the quality of the service provided. The most important indicator for the evaluation of services, however, is how the provided service project into the life of the people who receive it. In accordance with the new Act on Social Services, from 1.1.2007, all service providers must implement the standards for quality in social services.
