A shared European identity is an existing goal of the European
Union. At the same time, creation of a common identity has not
been entirely successful. This policy paper will focus on
proposals aimed at the inclusion of people who do not move
between EU countries. Review of proposals, strategies and their
analysis will be conducted, and recommendations given according
to them. Final recommendations revolve around language
learning, either tying policies to existing programs or
promoting a different perspective on language learning.
