The course has been initiated by the need of public administration institutions that wanted to acquire theoretical and methodological knowledge for a practical handling of emergency situations. It is also necessary to educate experts – university graduates from faculties of economy – for this process continuously.

Course objectives
The objective of the course is to introduce students to the study of main valuation methods and topical problems of crisis management. The main objectives of the course include:
- a comprehensive introduction and study of crisis management issues in the Czech Republic and EU, determining economic and legislative connections;
- mastering the interpretation of definitions such as integrated rescue system, emergency event, crisis situation, crisis management bodies, crisis planning documentation, crisis staff, security councils, etc., within the context of the cooperation development with NATO and EU;
- exercising the connections of defense and economy, and implementation of economic measures for states of emergency at the central as well as regional levels, using examples of specific events and emergency incidents that occurred in the Czech Republic and abroad;
- understanding the funding of emergency-incident prevention, the course of the incidents and solving their consequences.
Syllabus
  • Lectures take place in two-hour blocks
  • 1. Introduction into crisis management - security system in the Czech Republic, cooperation with the EU and NATO
  • 2. Preparation for non-military crisis situations
  • 3. Economic measures for crisis states
  • 4. Preparation for emergency events, rescue and clean-up operations and civil protection
  • 5.-6. Field-trip at KU JMK (Regional Authority of the South Moravian Region)
  • 7. Documentation of crisis planning
  • 8. Civilian protection
  • 9.-10. Funding of crisis management
  • 11. Financial tools used during floods in the Czech Republic
  • 12. Supervision as a tool of crisis management in public administration

Teaching methods
The course takes the form of lectures. There are explained basic thesis of crisis management within lectures. Presentation of students'works is a part of a lecture.
Assessment methods
This course is an elective subject for Master’s degree programmes of 2 credit hours. An expert from a public administration office is expected to give a lecture. The subject is completed after submitting and presenting the seminar paper.
Important information! If student will be caught cheating during the exam, including cribbing, taking out of tests and in general performing of any behavior disturbing the exam's course, the teacher will cancel exam and is allowed to classify such student with "F" and there will be launched disciplinary procedure that could lead to expulsion from study.
