Abstract The aim of the course is to explore the issue of nuclear weapons proliferation and the various efforts engaged by the international community to counter the spread of these arsenals. The first part of the study will provide a general understanding of nuclear weapons and will subsequently focus on the US and the EU non-proliferation efforts, the principles and dynamics of the respective policies. The second part will assess the future of the non-proliferation regime (NPT) in the light of recent proliferations cases in North Korea, Iran and Iraq. Students are expected to gain a comprehensive approach on the current debate on nuclear proliferation. Class Schedule- Week1 Topics (key words) 1. Basic nuclear weapons knowledge ( fission & fusion bombs, fissile materials: highly-enriched-uranium & plutonium, nuclear fuel cycle) 2. Analysis of the US policy against proliferation: the three pillars of the National Strategy to Combat WMD (counter-proliferation, nonproliferation, consequence management), Activities ( Proliferation Security Initiative (PSI), Cooperative Threat Reduction (CTR) 3. The EU nonproliferation policy: multilateralism, export control Week 2 Topics (key words) 1. States of proliferation concern: Iran, Saddam“s Iraq, North Korea, potential nuclear motivations, U.N inspections UNMOVIC, 1994 US-North Korea Agreement, the EU3 negociation with Iran 2. The NonProliferation Treaty (NPT): Nuclear Disarmament, Grand Bargain (Art 6) Acheele“ Heel (Art 4) and President Bush & El Baradei proposals, Review Conferences.
