Course objectives
The subject-matter of the course is public-private partnership. The course will give the introduction to the EU and Polish legal background as well as practical use of PPP. The participants will have the opportunity to: consider different types of partnerships (i); reflect on the benefits and risks that PPPs entail (ii); get acknowledged with regulations on PPP and concession (iii); learn about the procedures of selecting private partner (iv); duscuss the case-studies from Polish PPP market (v); receive information about combining PPP with the EU funds (vi).
Learning outcomes
At the end of the course, students should be able to:
- understand and explain the definition and different types of public-private partnerships;
- specify the advantages and risks concerning public-private cooperations;
- work with information on PPP European and Polish market;
- make reasoned decisions about ability to perform PPP or choose another way of achieving public goals;
- create a basic structure of PPP based on availibilty payments and concession contracts;
- make deductions based on acquired knowledge concerning the practical use of PPPs .

  • 1. PPP – definition and general rules of cooperation.
  • 2. Legal and organizational structures of PPPs.
  • 3. PPP in EU regulations and guidelines.
  • 4. Polish act of the 19th December 2008 on public-private partnership.
  • 5. Polish act of the 21th October 2016 on concession contracts for works or services.
  • 6. Procedures for selecting the private partner – organization of the competitive dialogue.
  • 7. Relevant provisions of the PPP contract.
  • 8. PPP market in EU and in Poland.
  • 9. Case-studies and best PPP practices.
  • 10. Hybrid PPPs – combining PPP with EU funds.

Attendance at least 80% of lectures and possitive result of a QA test.
