Course objectives
The objective of this course is to broaden students’ knowledge on the economics and management of public utilities. At the end of this course, students should be able to:
- explain the basic principles of economics and management specifics in the following areas: transportation, energy supply, water and waste management,
- interpret more specific issues of these sectors related to price regulation and determination in the field of monopoly,
- accent local, regional and supranational character,
- summarize knowledge and use it in seminar work processing and presentation (with application to a specific organization).
Syllabus
  • 1. Introduction to public utilities, its characteristics and classification. Monopoly, principles of the regulation etc.
  • 2. Assets, property relationships. Management, finance and development.
  • 3. Town and country planning as an instrument for the development of public utilities and housing.
  • 4. Evaluation of public utilities and real-estates.
  • 5. Water management – water and sewage system. Municipalities and water authorities – their assets, role and functions. Prices, management, development, effect of the EU.
  • 6. Waste management - in regions, municipalities; reference to the environment, effect of the EU.
  • 7. Energetics – electricity, gas, alternative resources, production, distribution.
  • 9. Transportation – perspectives and development alternatives, effects of the environment.
  • 10. Energetics and hydropower plants. A technical excursion.
  • 11. PPP as an instrument of public utilities’ development.

Assessment methods
The course takes the form of a lecture, class discussion and presentations by experts in public utilities. It also includes a technical excursion.
The course is concluded with the discussion of seminar work. The overall performace takes into account the quality of seminar work, its presentation and the subsequent discussion.
Important information! If students commit a prohibited act, such as using various forbidden tools, cribbing, taking out any part of the exam or any other cheating, the teacher is allowed to interrupt an exam and to grade a student with F, FF or FFF according to the seriousness of the offence. The mentioned procedure relates to all the activities that are included in the final evaluation of the course (seminar work, essays, tests etc.).
