Abstract
The purpose of the paper is to present partial outcomes of the research, which main objective is to define the overall performance of chosen non-profit organizations operating on the given market under the program budgeting regime. The object of the performance measurement and evaluation is a representative sample of public primary schools in Slovakia. The performance measurement is based on “Value-for-Money” (VFM) methodology including the economy, effectiveness and efficiency (3E) measures. Achieved performance will be discussed in the context of program budgets of regional self-governing bodies oriented on the area of primary education. The paper concludes by showing possibilities of considering internal aspect of non-profit organizations management and quality evaluation of the strategic performance management implementation in these organizations as well as program budgets on regional self-government level. Recommendations focus on the possibility to improve the research methodology in the field of non-profit organizations performance management using mathematical methods with the aim to explain a high divergence in the performance of primary education providers.
