Abstract

V současné době jsou ve schvalovacím a připomínkovém řízení dva dokumenty, které mají potenciál zásadním způsobem ovlivnit budoucí podobu energetiky v České republice. Jedná se o Aktualizaci státní energetické koncepce a Surovinovou politiku. Jednou z nejdiskutovanějších otázek v souvislosti s těmito dokumenty je zachování či prolomení tzv. územně ekologických limitů na těžbu hnědého uhlí v severních Čechách. Ambicí tohoto článku je přispět k věcné debatě na toto téma na základě analýzy obsahu obou klíčových dokumentů. Cílem není posoudit správnost rozhodnutí v citlivé otázce územně ekologických limitů, ale zjistit, jak se klíčové vládní dokumenty otázkou vypořádávají. Sekundárním cílem je zhodnotit úroveň debaty týkající se tohoto ožehavého tématu.

Abstract (in English)

There are currently two documents in approving and amending process with potential to profoundly influence the future of the Czech energy sector. These are updated versions of the State Energy Policy and the Resource Policy. These documents are substantial for decision whether the lignite resources located in Northern Bohemia will be developed or not. The aim of this article is a sober contribution to sometimes heated debate concerned with this sensitive issue on the basis of analysis of the aforementioned documents. The goal is not to judge whether the decision about (non)development of the lignite resources is right but rather find out how these documents cope with the issue. The secondary aim is to assess the contemporary debate concerned with this issue.
