Anotace
The paper is focused on strategy at public administration organizations (next PA organizations). PA organizations have to improve economic and social environment by offering quality services. Strategy can help to improve activities of PA organizations. A lot of principles of strategic management are possible to use in public sector (e.g. Bryson, 2004; Llewellyn & Tappin, 2003). It is required to implement basic strategic principles as vision, mission and strategic plan (Skietrys, Raipa & Bartkus, 2008). However, it is necessary to take account of some characteristics of PA organizations. Boyne (2002) mentioned that PA organizations are more bureaucratic, and public managers are less materialistic and have weaker organizational commitment than their private sector counterparts. The objective of this paper is to confirm or disprove hypotheses connected with perceiving strategy and strategic management in PA organizations. The research in 85 PA organizations continues on previous studies in area related with strategy and strategic management. Description, analysis, comparison and synthesis are methods used to prepare this paper. A part of the questionnaire with 7-point Likert scale constituted by Kopfová (2012) was used for the research. The results from the research show that PA organizations have some barriers in strategy development and its implementation. Although, a lot of PA organizations in the Czech Republic have elaborated strategic plan, only a few of them implement it.
