The analysis is carried out through the lens of economic transformation and the relationship between the remaining conflict environment and the reconstruction of the civil administration of the area. The former ISIS-held territories are close to one third of the Iraqi landmass, including the country’s second-largest city of Mosul. The government of Haider al-Abadi was in charge of recapturing the area with the help of anti-ISIS coalition forces led by the United States, followed by the attempts of infrastructural, economic and administrative revival of the area. These attempts have turned out to be a great challenge for the government despite the international support. Globally respected governance indicators are showing that Iraq’s Public Administration structures suffer from rather poor performance. Similar findings may be drawn also from field research observations. The government is competing with the de facto independent armed actors of traditional local authorities over the control of the region. ER -
