Anotace česky

Obsahem článku je analýza důchodové problematiky s detailnějším rozborem různých forem důchodových systémů. Text se zaměřuje na charakteristiku signifikantních faktorů, determinujících fungování důchodových systémů v reálném prostředí. Významný vliv demografických, ekonomických, politických a dalších faktorů je předmětem analýzy a podstatou možných řešení. Neopomenuta je identifikace kritérií, determinujících možnosti financování důchodových systémů a odvození základních charakteristik vhodného systému. Součástí analýzy je zhodnocení stavu důchodového systému České republiky a návrh souboru vhodných opatření pro zmírnění závislosti systému na demografickém, sociálním a ekonomickém vývoji při udržení sociálního smíru a nenarušené mezigenerační solidarity. Celek doplňuje analýza zajištění finanční únosnosti systému, ověřování možných zdrojů financování důchodového systému ať již individuální či kolektivní formou kapitalizace, diskuze využití kombinace PAYG s dalšími pilíři důchodové soustavy a stručná komparace s důchodovými systémy vybraných tranzitivních ekonomik. Závěr je soustředěn na nastínění principů báze penzijní reformy v ČR a vhodného řešení současného problematického systému, který je narůstající zátěží pro veřejné finance. Za explicitně definovaných podmínek existuje tedy možnost dosáhnout fiskální konsolidace, udržitelné v dlouhém období.

Anotace anglicky

This article is focused on the pension issue with the basic analysis of the details and forms of pension systems. This text deals with the characteristics of the significant factors, which determine the function of the pension systems in the real background. The leading impact of the demography, economy, politics is discussed and the subject of the analysis as well as the basis for the making up the possible solutions. There is the identification of the criteria, which influence the opportunities of the pension system financing including the process of finding the appropriate answer to this. The important part of the analysis is the evaluation of the Czech pension system at present as well as the recommendation of the appropriate complex of the important steps for the necessary remedy of the system. There is need to reduce the pension system dependence upon demographic, social and economic development and to achieve social peace and inter-generation solidarity. The article is broaden up of the pension system financial acceptability analysis. The interest is focused on the financial sources in the form of individual or collective capitalization of the system, the discussion about the possible combination of the PAYG with the other pillars of the pension framework. The last but not the least there is a short pension system comparison with some of the transitive economies. Priority is also given to a solution proposal of the problematic pension system, which deteriorates the social system and has become the burden for the public finance. At the conclusion there is considered the outline of base principals of the pension reform in the Czech Republic.
