Anotace
Public administration is one of the organizational instruments for achieving functions of a self-governmental unit within a state, a state or a supra-state unit. Theoretical as well as practical principles of its activities create the most general value framework and reflect the dynamics of public administration. Today, principles represent the phenomenon of legal approximation. Within the European region, European administration space is supposed to be an aim. The proposed article will analyze the theory and the practice of the principles that have a potential to enhance a participation within the decision/policy-making chain of public administration. It will focus particularly on the regional and national level of EU member states. The article that will also introduce the project DEMO-net relates to the actual trend of finding ways for improving a) legitimacy of administration and public authority exercising; b) democratic character of democracies; ... xy) quality in organization where the “public interest” is an most important part of rhetoric.
