Abstract

The aim of this article is to describe current features of the so-called Roma issues in the Czech Republic, to define the different approaches to managing these issues at the governmental level, and to characterise the strategies used by local governments. The article uses above all the findings of previous surveys, mostly surveys analysing Roma migration, secondly also documents of the government of the Czech Republic concerning Roma integration,and thirdly interviews with representatives of local governments, especially those dealing with social issues. The article explores the Roma issue in the CR in three separate parts, each of which approaches it from a distinct angle – the so-called objective research perspective, and the perspectives of public administration at the central and local levels. The dissimilarities between the three perspectives suggest that Czech society is still only looking for an appropriate stance on naming and addressing the Roma problem.

Abstract (in Czech)

Výzkumy příčin migrace Romů do zemí EU ukázali, že tato migrace byla do jisté míry lokálně realizovanou strategií některých skupin Romů, které takto reagovali na situaci v které sa ocitli po systémové změně v roce 1989. Romský problém však není jenom problémem lokálním. Úroveň cetrální a lokální se při jeho řešení prolínají. Státní správa je nezastupitelná v oblasti utváření podmínek pro odstraňování systémových příčin sociální exkluze a netolerance, pro utváření podmínek pro práci sociálních pracovníků, proe řešení nezaměstnanosti Romů a pro koncepční a systémové řešení problému. Samosprávy obcí a měst nelze nahradit při hledání a realizaci strategií, které odpovídají konkrétním potřebám a podmínkám. Strategie na lokální urovni se značně liší a lze najít jak strategie inkluzivní, v souladu se záměry vlády, tak strategie skrytě exkluzivní.
