VL - Nations in Transit PB - Freedom House CY - Washington, DC SN - 9295042395 KW - labor market KW - discrimination KW - integration KW - corporate responsibility KW - inclusion policies KW - minorities UR - http://www.freedomhouse.org N2 - The legislative framework for elections includes several laws that provide for free and democratic competition, equal campaigning, fair voting, and the transparent scrutiny of votes. Parliamentary elections are based on a proportional system that stipulates the following thresholds to qualify: 5 percent for single running parties, 7 percent for coalitions comprising two or three parties, and 10 percent for coalitions consisting of four or more parties. Elections to the EP use a proportional system. The minimum quorum to qualify for the assembly is 5 percent of the popular vote, which applies to both individual parties and party coalitions. Elections to local and regional self-governments use a modified majority electoral model. The Slovak president and regional governors are elected using a majority model with two rounds. The political system is multiparty based, with a total of 42 parties registered at this time. In 2005, the Ministry of Interior re-registered all political parties in Slovakia. 120 political parties were registered as of the end of September 2005; 78 of them failed to submit an application for re-registration before the stipulated deadline of October 1, 2005, and were subsequently deleted from the registry.
