Abstract

Příspěvek si klade za cíl analyzovat účinnost kulturní politiky na municipální úrovni. Přitom se zaměřuje i na determinanty tvorby kulturní politiky na úrovni municipality. Ty spatřuje v závažnosti potřeby kulturních služeb obyvatel municipality, v chápání pojmu veřejná služba v oblasti kultury, ve velikosti municipality a konečně v rozhodování zastupitelů municipality. Mezi determinanty účinnosti kulturní politiky pak řadí dostatek financí pro její realizaci, spokojenost obyvatel s nabízenou strukturou kulturních služeb, a konečně regionální rozvoj v důsledku rostoucích příjmů z kulturní turistiky. Jednotlivé determinanty účinnosti kulturní politiky na municipální úrovni jsou ukázány na příkladu města Brna.

Abstract (in English)

The aim of the paper is to analyse the effectiveness of cultural policy on the municipal level. In so doing, it also discusses the factors determining the formulation of cultural policy on the level of municipality. These are seen in the relevance of the need for cultural services in the population of the municipality, in the understanding of the term public service in culture, in the size of the municipality, and, finally, in the decision making of the municipal councillors. The determining factors of the effectiveness of cultural policy are then seen in sufficient funding for its implementation, in the satisfaction of the population with the offered structure of cultural services, and in regional development resulting from increased income from cultural tourism. The individual determining factors of the effectiveness of cultural policy on the municipal level are illustrated with examples from the city of Brno.
