Anotace
Agora Central Europe- společnost pro demokracii a kulturu, Czech NGO won a tender and received a contract from UNDP, Bratislava Regional Center in order to organize Study tour of Ukrainian policy makers on Economic Transformation to the Czech Republic. The aim was to organize an educational study tour for 12 representatives of Ukrainian governing bodies on transformation processes of Czech Republic. A) Reform steps in selected Government areas B) Strategy of reforms C) Institutional background of transition Reform steps in selected Government areas A substantial part of the program was devoted to the practice of economic policy-making in the CR. There were issues ranging from organization of the budget (M. Horcicova), to reforms of the budget (P. Mertlík), to the process of making macroeconomic predictions at the MF (F. Cvengros). These areas reflect competences of the Ukrainian Ministry of Economy where the participants come from. Strategy of reforms Lectures on strategy of reform provided the seminar a general teleology of transition and reforms. In the two lectures by T. Sedlacek, a link between reforming state institutions and progress of a transition country was explained and illustrated on the case of the Czech republic. Institutional background of transition In this part the institutional background of transition and reforms was tackled as a necessary condition for the practical reforming to work well. Topics were ranging from a case study of the EU impact on improving institutional framework (R. Pazderník), through P. Mertlík's analysis of the bureaucracy continuity impact on the efficiency of the public sector, to L. Mlčoch considerations of the deep links between the level of trust in a society and its potential to make progress.

Agora CE uspořádala pro zadavatele, UNDP Trust fund, studijní pobyt dvanácti vysoce postavených úředníku, především ředitelů odborů z ministerstva pro ekonomiku. Hlavním cílem bylo přiblížit některé zkušenosti s transformací v rámci České republiky, poskytnout praktický vhled do vývoje ekonomického plánování Ministartva financí a vše zasadit do obecnějšího rámce pohledem institucionální ekonomie.
