Abstract
Příspěvek je uaměřen na diskusi o volební reformě v Československu a poté v České republice na federální a národní úrovni. Popsány jsou nejdůležitější změny volebního zákona a diskuse o nich. Identifikovány a popsány jsou dvě fáze diskusí v době existence Československa (1990-1992) a dvě hlavní fáze po osamostatnění České republiky.
Abstract (in English)
The paper is focused on the discussion about the electoral reform in Czechoslovakia and than in the Czech Republic, on the federal, respectively national level. There are identified the most important changes in the electoral law and discussions about them. Two phases in time of Czechoslovakia (1990-1992) and two major phases of discussion about the electoral engineering in the time of the independent Czech Republic are identified and described, including the outcomes of these phases.
